Dr. William D. Silky is currently the Coordinator of the Educational Leadership Program
at Le Moyne College in Syracuse, New York. In June 2009, Dr. Silky completed 20 years as a Professor in the Educational Administration Department at SUNY Oswego. Dr. Silky came to SUNY Oswego in 1989 after 18 years in the public schools as both a teacher and administrator. Dr.
Silky is widely known for expertise in administrator placement, school district reorganization studies, program evaluation,
facilitation and personnel evaluation. He also served as Statewide Director of the Superintendent Development Program, a cooperative venture among SUNY Oswego, BOCES District Superintendents, and local superintendents, from 1997-2009.

Dr. Richard Castallo
is a Professor and former Department Chair of the Educational Leadership
Program at the State University of California-Northridge campus. Dr. Castallo held a similar post at SUNY Cortland from
1985-2002. He was a public school teacher and administrator for 13 years prior to entering higher education. Dr. Castallo
has worked with hundreds of school districts on administrator placement, board workshops/retreats, curriculum planning, and
a variety of school studies. He has authored books focusing on improving student achievement and board-superintendent relations.
